All Western NSW Primary Health Network (WNSW PHN) tenders are managed on our e-Procurement Portal, Tenderlink. To use this system and access tender documents you must first be a registered supplier. There is no charge to register and download documents. To register visit our e-procurement portal on Tenderlink and click the registration button.  During the registration process, you will be requested to provide contact details, including an email address, that will be used to notify your organisation of available tenders.

NAIDOC Week Grants for Smaller Communities

Western NSW Primary Health Network (WNSW PHN) is offering one-off community grants to support NAIDOC Week celebrations across regions with populations under 16,000 people. This initiative aims to strengthen relationships with stakeholders and Aboriginal communities by supporting locally led activities that celebrate the history, culture, and achievements of Aboriginal and Torres Strait Islander peoples.

This year marks a significant milestone, as NAIDOC Week celebrates its 50th anniversary in 2025.

This one-off funding initiative recognises the importance of honouring the rich heritage and contributions of Aboriginal and Torres Strait Islander peoples. The program will provide grants to empower communities to lead and deliver meaningful NAIDOC Week activities that foster cultural pride, inclusion, and connection.


Key Grants Details

Grant funding is intended to support NAIDOC Week celebrations. A maximum of 25 grants will be awarded to smaller communities with populations under 16,000 people.

Up to $500 per eligible organisation (excl GST).

Eligibility Criteria

To be eligible for funding, applicants must meet the following criteria:

1. Be an Aboriginal organisation or business with an Australian Business Number (ABN)

Or

2. Be a NAIDOC Committee without an ABN that is auspiced by an organisation with an ABN. NAIDOC Committees that are not incorporated can apply if they have an agreement with an eligible incorporated organisation to auspice the funding. An eligible applicant may act as an auspice for one other applicant.

Or

3. Be a non-Aboriginal entity with a letter of endorsement from an Aboriginal Community Group or Aboriginal Community Controlled Organisation.

and

4. Be able to demonstrate planned involvement in NAIDOC Week celebrations within eligible location across the Western NSW PHN region.

and

5. Hold and maintain public liability insurance coverage (minimum coverage of $10 million).

WNSW PHN undertakes Procurement in a range of different ways, from the simple procurement of goods and services that meets WNSW PHN essential business requirements through to the complex procurement of goods, services and supplies, particularly in relation to the commissioning of services.

WNSW PHN aims to ensure procurement is undertaken in accordance with best practice, quality principles, complying with financial delegations, all contractual, legislative and regulatory requirements and maximising value for money.

  • Open and Effective Competition, actively encouraging competition in an endeavour to achieve the best outcome/value per dollar spent, giving fair and reasonable opportunity and consideration to all prospective suppliers, including those operating in the WNSW PHN region, wishing to engage in business with WNSW PHN.
  • Value for Money, using public funds to ensure the best performance and return is achieved by using prudent evaluation methods, due consideration to the ‘whole of life costings’ and selection criteria.
  • Ethical Behaviour and Fair Dealings through impartiality, advancing the interests of WNSW PHN, ensuring all potential Suppliers are treated fairly and consistently and maintain a high level of professionalism, confidentiality and objectivity ensuring there is no conflict of interest.
  • Accountability and Transparency, with careful record-keeping, maintained at all stages of projects, particularly when important decisions are made.
  • Sustainable Services, resourced with appropriately qualified clinicians, provided to the target communities regularly, effectively, at a cost that is affordable and funded and provides maximum value for money.
  • Evidence-Based Decisions, to procure goods and services based on validated and reliable population health data and in accordance with identified needs.
